Giving focus to the Cultural, Scientific and Social Dimension of EU - CELAC relations
EU-CELAC social cooperation
Cooperation on social issues for enhanced mutual understanding
Due to its international profile as a normative power, the EU has traditionally put emphasis - especially through the development policy in its external policies – on social issues such as employment, poverty, social cohesion, education, social protection and training. It is in the strongest interest of the EU to secure international partners around a similar set of social norms and ways to organise society for two reasons:
- From an economic point of view, the emphasis on social policies serves to promote social stability and conflict prevention abroad, securing thus the functioning of the international society. Furthermore, the trend is to place social issues such as employment, fiscal policies, social protection and social security in transnational spaces due to the global interdependent economic structure and the associated risks and contingencies if individual countries fail in managing its national social contracts.
- From a normative point of view, the dialogues on social policies reflect the EU’s value-based identity and commitment to democracy and social rights as a model for economic, social and political integration and social cohesion. In this sense, the article 9 of the Treaty on the Functioning of the
European Union (TFEU) outlines that a social clause to improve employment, guarantee social protection and fight exclusion must guide all policies and activities of the EU, enhancing the idea of a “social Europe” as a cross-cutting undertaking.
State of the Art of EU-CELAC social cooperation
The social policies detailed above have been a key aspect of the EU-CELAC relation since the early nineties and the transitions to democracy in LAC and specifically social cohesion has been top priority of the EUCELAC biregional agenda since the Guadalajara Summit in 2004. Since 2006, the EU and CELAC have held a total of four High Level EU-CELAC Fora on Social Cohesion.
Social cohesion is also the main focus of the EurosociAL programme, launched in 2004 with the aim of supporting the design, reform and implementation of public policies to tackle social inequalities in Latin America through training, technical assistance and monitoring in four main areas, with an important component of South-South cooperation. The Caribbean is not involved in the EurosociAL programme but social cohesion and dialogues on other social issues are integral part of the Joint Caribbean-EU Partnership Strategy from 2012 and the EU-CARIFORUM Economic and Partnership Agreement from 2008. Finally, the Multiannual Indicative Programme 2014-2020 allocates €925 million for actions in various social fields
related to human development with a special emphasis on Central America.
At the bilateral level, both the EU and its Member States engage actively in support and development programmes and policy dialogues in specific aspects of the social field, such as sectorial dialogues on employment, migration, drugs and other. Overall, the number of activities and beneficiaries of these actions and programmes is high and they count with an important visibility. On the other hand, the initiatives in the social area are implemented under a development perspective and mostly disconnected with the initiatives under cultural and scientific cooperation.
Cooperación UE-CELAC en asuntos sociales
Cooperación en temas sociales para fortalecer el entendimiento mutuo
Debido a su perfil internacional como un poder normativo la UE tradicionalmente ha puesto énfasis – especialmente a través de la política de desarrollo en su acción exterior – en temas sociales como empleo, pobreza, cohesión social, educación, protección social y capacitación. Es en el interés más fuerte de la UE asegurar sus socios internacionales a través de un conjunto de normas sociales y formas de organizar la sociedad por dos razones:
Desde un punto de vista económico el énfasis en las políticas sociales sirve para promocionar estabilidad social y la prevención de conflictos externos, asegurando así el funcionamiento de la sociedad internacional. Se percibe además una tendencia a promocionar temas sociales como empleo, políticas fiscales, protección social y seguridad social en los espacios internacionales debido a la estructura económica global interdependiente y sus riesgos y contingencias asociados si países individuales no cumplen con manejar oportunamente sus contratos sociales nacionales.
Desde un punto de vista normativo, los diálogos en políticas sociales reflejan la identidad de la UE basada en valores y su compromiso con la democracia y derechos sociales como un modelo para la integración económica, social y política, y con la cohesión social. En este sentido, el artículo 9 del Tratado sobre el Funcionamiento de la Unión Europea destaca que la cláusula social para mejorar el empleo, garantizar protección social y combatir la exclusión debe guiar todas las políticas y actividades de la UE, fortaleciendo así la idea de la “Europa social” como un elemento horizontal. Estado del arte de la cooperación en temas sociales entre UE y CELAC Las políticas sociales detalladas anteriormente han sido un aspecto clave de la relación entre la UE y CELAC desde el inicio de los noventa con las transiciones a la democracia en varios países de CELAC.
Cohesión social ha sido especialmente una prioridad principal de la cooperación birregional desde la Cumbre de Guadalajara en 2004. Desde 2006, la UE y CELAC han celebrado cuatro Foros de Alto Nivel UE-CELAC en cohesión social. Cohesión social también es la principal temática del programa EurosociAL, que fue lanzado en 2004 con el objetivo de apoyar el diseño, la reforma y la implementación de políticas públicas para enfrentar las desigualdades sociales en América Latina a través de capacitaciones, asistencia técnica y monitoreo en cuatro áreas principales y con un importante componente de cooperación Sur-Sur.
El Caribe no está involucrado en el programa EurosociAL, sin embargo, cohesión social y diálogos en otros temas sociales son parte integral de la Estrategia de Asociación Caribe-UE adoptada en 2012 y el Acuerdo de Asociación Económica UE – CARIFORUM de 2008. Finalmente, el Programa Indicativo Plurianual 2014-2020 destina 925 millones de euros para acciones en varios temas sociales relacionados con el desarrollo humano con especial énfasis en Centroamérica.
A nivel bilateral, tanto la UE como sus Estados miembros participan activamente en programas de apoyo y desarrollo, así como en diálogos políticos en áreas específicas sociales, tales como diálogos sectoriales sobre empleo, migraciones, drogas y otros. En total, el número de actividades y beneficiarios de estas acciones y programas es alto y cuentan con una importante visibilidad. Por otro lado, las iniciativas en el área social se implementan bajo una perspectiva de desarrollo y generalmente sin conexión con las iniciativas llevadas a cabo bajo la cooperación cultural y científica.
