The scenario buiding exercise

The objective of the scenario building process is to stimulate the development of a common vision and an action plan/roadmap for renewed cooperation in the fields of cutural, scientific and social relations through the upgrading of the bilateral relation and the provision of a clearer strategic orientation.

Through this exercise EULAC Focus very ambitiously intends to go beyond any project, initiative or political dialogue that to date has been implemented to underpin the EU-CELAC partnership.

The scenario building process must be instrumental to the development of policy recommendations, which is expected to be one of the key outputs of the EULAC Focus project.

The scenario building exercise took place during the 4th EULAC-FOCUS workshop in Buenos Aires on 8th and 9th November 2017 and was based upon an iterative process that builded on existing work.

During the workshop the team agreed on a shared framework through the identification and validation of Key Forces/Trends and Uncertainties and using the selection criteria plausible, structurally different, internally consistent, have decision-making utility and be challending to conventional thinking:

  • Identified the major features of available EU and LAC scenarios
  • Discarded combinations of scenarios considered non-relevant and/or repetitive
  • Selected three combined scenarios to be developed in more detail during the first semester of 2018

What happens next:

Following a preliminary group discussion of the implications of each of the three selected scenario for the three dimensions relevant to EULAC-Focus that took place during the workshop in Buenos Aires, the team is expected to work on identifiying more detailed implications for each of the policy domains and developing a storyline/plot for each scenario on the basis of specialised inputs.


4th EULAC-Focus project event in Buenos Aires, Argentina, 7th - 10th November 2017

The EULAC-Focus Project of the Horizon 2020 Programme of the European Union, held from 7 to 10 November in the Argentine city of Buenos Aires, its 4th project workshop. The meeting brought together all the participants in the project, including project partners and trans-sectorial board members. This was the opportunity for the project team not only to analyze the progress of the planned programming in the different lines of work, but also to work together on building the scenarios in which the prospects for renewed cooperation in the areas of cutural, scientifc and social relations between the European Union and the community of Latin American and Caribbean States could be examined.

The EULAC-FOCUS meeting started on day 1 with a meeting of the WP3, cultural dimension team and invited guests from across Latin America, the Caribbean and Europe to discuss the qualitative analysis of the questionnaires on the diagnostic of the cultural relation between the European Union and Latin America and the Caribbean and the questionnaires on the strategies for strenthening the relations between the two regions.

Finally the EULAC-Focus Project and the Ministry of Science, Technology and Innovation (MINCYT) together with the University of Buenos Aires (UBA) also organised on 8th November 2017 a public meeting entitled "Gender and Transnational Knowledge Networks: Status and Participation in the international scientific exchange" chaired by Guillermina D’Onofrio (National Director of Programmes and Projects de la Red Argentina de Género, Ciencia y Tecnología), that heard presentations from a number of previous projects and saw passionate discussions on a subject that is very topical nowadays.

We look forward to our next meeting in Vienna, Austria in June 2018.

Public meeting, "Gender and Transnational Knowledge Networks: Status and Participation in the international scientific exchange"

The EULAC-Focus Project and the Ministry of Science, Technology and Innovation (MINCYT) together with the University of Buenos Aires (UBA) are pleased to invite you to attend the public meeting entitled "Gender and Transnational Knowledge Networks: Status and Participation in the international scientific exchange" to be held on 8th November 2017 at 6:30 pm in the Argentine capitale.

The event will be held at the Cultural Center of Science, C3, of the Ministry of Science, Technology and Innovation on 8th November at 6:30 p.m.

Overview: The issue of gender equity is not an issue outside the world of science and technology; although women have a percentage of participating in research, female scientists are mostly at the base of the pyramid, and those who occupy the highest positions continue to be men. According to the UNESCO Institute for Statistics, women make up only 30% of the world's workforce in research and experimental development (R & D); but, in addition, the way of collecting data on the field of Science Technology and Innovation makes invisible the issues, problems and responsibilities of women.

In this sense, EU LAC FOCUS Public Session will consist on a Panel will discuss around the role of female researchers in international scientific cooperation, specifically in their status and full participation in Transnational Knowledge Networks.

Some of the questions to be discussed will be: Which is the role of female researchers’ in international scientific cooperation? What are the main challenges of female researchers within knowledge Networks?

The panel will include an introduction with regards of the approach of crosscutting issues of EU LAC Focus and also a brief overview of UNESCO Project SAGA, whose main objective is to provide governments and policy makers with a variety of tools to reduce the global gender gap that exists today at all levels of education and research. This short overview will be followed by the discussions to discuss around the up above-mentioned questions.
