4th EULAC-Focus project event in Buenos Aires, Argentina, 7th - 10th November 2017

The EULAC-Focus Project of the Horizon 2020 Programme of the European Union, held from 7 to 10 November in the Argentine city of Buenos Aires, its 4th project workshop. The meeting brought together all the participants in the project, including project partners and trans-sectorial board members. This was the opportunity for the project team not only to analyze the progress of the planned programming in the different lines of work, but also to work together on building the scenarios in which the prospects for renewed cooperation in the areas of cutural, scientifc and social relations between the European Union and the community of Latin American and Caribbean States could be examined.

The EULAC-FOCUS meeting started on day 1 with a meeting of the WP3, cultural dimension team and invited guests from across Latin America, the Caribbean and Europe to discuss the qualitative analysis of the questionnaires on the diagnostic of the cultural relation between the European Union and Latin America and the Caribbean and the questionnaires on the strategies for strenthening the relations between the two regions.

Finally the EULAC-Focus Project and the Ministry of Science, Technology and Innovation (MINCYT) together with the University of Buenos Aires (UBA) also organised on 8th November 2017 a public meeting entitled "Gender and Transnational Knowledge Networks: Status and Participation in the international scientific exchange" chaired by Guillermina D’Onofrio (National Director of Programmes and Projects de la Red Argentina de Género, Ciencia y Tecnología), that heard presentations from a number of previous projects and saw passionate discussions on a subject that is very topical nowadays.

We look forward to our next meeting in Vienna, Austria in June 2018.

Diagnosis and Strategies for empowering cultural relations between EU and LAC

The EULAC-Focus Project held from 7 to 10 November in the Argentine city of Buenos Aires, its 4th project workshop. The meeting started on day 1 with a meeting of the WP3, cultural dimension team and invited guests from across Latin America, the Caribbean and Europe to discuss the qualitative analysis of the questionnaire on the diagnostic of the cultural relation between the European Union and Latin America and the Caribbean and the questionnaire on the strategies for strenthening the relations between the two regions.

The first questionnaire was sent earlier this year to circa 700 experts (with 160 answers) with the second sent to those who had agreed to receive the second and had previously received and read the report from the first questionnaire (this time with 73 answers) affording them the opportunity to review their original answers and answer further questions. The experts consulted originated from 44 different countries, from a vast set of target groups giving the team answers from very different perspectives in relation to what is the diagnosis and what could be the strategies for empowering cultural relations between the European Union and Latin America and the Caribbean.

The seminar that took place on the 7th November in Buenos Aires was the last stage of the DELPHI methodology for questionnaires review, where specific questions where reviewed in response to both the questionnaire reports, in parallel sessions, allowing the team to discuss very enriching ideas and suggestions in small groups.

Attendees included very high level experts, including two former deputy ministers of culture (from Brazil and Argentina), the Director of the Cultural Observatory of Chile, the Director of the British Council in the Americas, the Director of the Goethe Institute in Buenos Aires, the director of the Cultural Institute of Italy and the director of the EULAC Foundation, all experts in the field of culture in Europe and Latin Americans and Caribbean countries.

Their insight and expertise will help the EULAC-FOCUS team to put together the high impact actions for encouraging and enlarging cultural relations between the EU and Latin America and the Caribbean.

The scenario buiding exercise

The objective of the scenario building process is to stimulate the development of a common vision and an action plan/roadmap for renewed cooperation in the fields of cutural, scientific and social relations through the upgrading of the bilateral relation and the provision of a clearer strategic orientation.

Through this exercise EULAC Focus very ambitiously intends to go beyond any project, initiative or political dialogue that to date has been implemented to underpin the EU-CELAC partnership.

The scenario building process must be instrumental to the development of policy recommendations, which is expected to be one of the key outputs of the EULAC Focus project.

The scenario building exercise took place during the 4th EULAC-FOCUS workshop in Buenos Aires on 8th and 9th November 2017 and was based upon an iterative process that builded on existing work.

During the workshop the team agreed on a shared framework through the identification and validation of Key Forces/Trends and Uncertainties and using the selection criteria plausible, structurally different, internally consistent, have decision-making utility and be challending to conventional thinking:

  • Identified the major features of available EU and LAC scenarios
  • Discarded combinations of scenarios considered non-relevant and/or repetitive
  • Selected three combined scenarios to be developed in more detail during the first semester of 2018

What happens next:

Following a preliminary group discussion of the implications of each of the three selected scenario for the three dimensions relevant to EULAC-Focus that took place during the workshop in Buenos Aires, the team is expected to work on identifiying more detailed implications for each of the policy domains and developing a storyline/plot for each scenario on the basis of specialised inputs.

Brazilian EULAC-FOCUS project workshop

The EULAC FOCUS Project workshop: “Brazil in the context of EU-CELAC relations” took place at IRI-USP Institute of International Relations of the University of São Paulo, São Paulo, Brazil on 23 November 2017.

The main goals of the workshop were:

  • to present and disseminate to the Brazilian academic community the EULAC FOCUS Project and its current results
  • to analyse Brazil’s position in terms of institutionalised relationship in the political and legal context between EU and CELAC (and its LAC precursors).
  • to present the Brazilian vision and participation in the cultural, scientific, social relations and in the economic partnership developed between EU and LAC in the last decades.
  • to present researches developed inside the EU-LAC cooperation, with Brazilian participation, and its results.
  • to present the cooperation between the two regions in Higher Education, Science, Technology and Innovation, with Brazilian participation.

Speakers emphasized the importance of an event discussing EU-CELAC relations as a great opportunity to explore possibilities for knowledge and research collaboration between the two regions.

It is within this context that Ms Barbara Göbel of IAI, leader of WP2 transectrial pathways of EULAC-FOCUS presented the project to the workshop participants, explaining that the project goes beyond classical relation between universities, bridging universities with institutions such as Ministerio de Ciencia, Tecnologia y Innovación Productiva (MINCYT) from Argentina, the German Aerospace Center (DLR) and Zentrum fur Soziale Innovation (ZSI) from Austria, bringing networks of universities which creates a poli-logic experience. Projects looking at EU-CELAC relations usually analyse the Science Policies between the regions from an economic point of view. EULAC-FOCUS is set apart by focusing on three dimensions: scientific, cultural (which is very fragmented and less developed) and social (as an example, migration).

Presentations were also made by:

  • Prof. Paulo Roberto Feldmann, FEA USP (Faculty of Economics and Administration of the University of São Paul) and Fudan Latin America University Consortium on “Central Europe and Latin America: two very similar regions that should complement more”
  • Dr.Paulo Siqueira,CNPq (National Council for Scientific and Technological Development) on “the Potentials and challenges of EU-CELAC relation on R&I”

After round table discussions focussing on the importance of internationalisation and where the focus of current efforts from the EU lie, the workshop finished with reflections on how EU and CELAC can improve collaboration and participants pointed out that the discussions presented in the event were very important to disseminate crucial knowledge to widen collaboration.

Video recording of the workshop can be found on the project Youtube page on: https://youtu.be/ITBtR5YC6dA. The full report can be downloaded here. Photos of the event can be viewed on the project Instagram page on: https://www.instagram.com/eulac_focus/
